Who's Pulling the Strings?

You know what puzzles me? As an area manager our old pal FOB is not so much further up the pecking order of the SS hierarchy than the managers that he terrorizes. There must be several tiers between his level and the stratospheric heights of Humphrey. So can someone please explain to me why he seems to be virtually running the show. Has he been given carte blanche to bugger up what remains of the empire; or is he imperiously going it alone despite the protestations of those that actually DO know what the score is? Surely It cannot have gone unremarked within the corridors of power that his "authority" has grown out of proportion to his ability and that his sphere of influence seems to know no bounds.
  If this situation is left unchecked or, perish the thought, deteriorates, the forecast for all concerned is bleak at best. Who, I ask, is overseeing him whilst he is insidiously watching everyone else?

Well, Ive heard at least 3 different versions of what fob is supposed to have on Humphrey, trouble is as in most things "Sams" its all just rumour.

It does make you wonder though, a man caught drink driving twice, who is also married to Humph's sister and has a crimial record for assault on said sister, and keeps his job....so whilst banned from driving the brewery foot the bill for a driver???

It must be something quite big, In the experience of life, if someone "has" something on another person, its either, crime, sex, or money, and usually falls into one or sometimes 2 of those categories.
Anyone care to elaborate further?
